The meta-problem of consciousness (Chalmers, 2018) is the problem of explaining the behaviours and verbal reports that we associate with the so-called 'hard problem of consciousness'. These may include reports of puzzlement, of the attractiveness of dualism, of explanatory gaps, and the like. We present and defend a solution to the meta-problem. Our solution takes as its starting point the emerging picture of the brain as a hierarchical inference engine. We show why such a device, operating under familiar forms of (...) adaptive pressure, may come to represent some of its mid-level inferences as especially certain. These mid-level states confidently re-code raw sensory stimulation in ways that (they are able to realize) fall short of fully determining how properties and states of affairs are arranged in the distal world. This drives a wedge between experience and the world. Advanced agents then represent these mid-level inferences as irreducibly special, becoming increasingly puzzled as a result. (shrink)

Some recent cognitive-scientific research suggests that a considerable amount of intelligent action is generated not by the systematic activity of internal representations, but by complex interactions involving neural, bodily, and environmental factors. Following an analysis of this threat to representational explanation, we pursue an analogy between the role of genes in the production of biological form and the role of neural states in the production of behaviour, in order to develop a notion of genic representation. In both cases an appeal (...) to normal ecological context is used to balance multi-factoral, interactive causal determination against the intuition that certain aspects of the causal nexus play a special role in promoting adaptive success. Certain worries abut this vision help us to get a better grip on the concept of genic representation itself. We end with a puzzle concerning the relation between cognition and representation. Processes of globalization and decentralization are changing the relationship among statistical knowledge production, nation, and state. This article explores these changes through a comparison of five projects to design and implement indicators of sustainable development to replace conventional measures of economic welfare and social demographics—community sustainability indicators, Metropatterns, greening the gross domestic product, the Living Planet Index, and standardized accounting rules for inventorying greenhouse gas emissions. Drawing on a coproductionist idiom, the article argues that these projects constitute experiments in modifying (...) the civic epistemologies of democratic societies, transforming not only knowledge production but also political identities, relationships, and institutions. Incidental perceptual memory tests reveal priming when words are generated orally from a semantic cue at study, and this priming could reflect contamination by voluntary retrieval. We tested this hypothesis using a generate condition and two read conditions that differed in depth of processing (read-phonemic vs read-semantic). An intentional word-stem completion test showed an advantage for the read-semantic over the generate condition and an advantage for the generate over the read-phonemic condition, and completion times were longer than in a control (...) test, prior to which there was no study phase. An incidental word-stem completion test showed equivalent priming for the read-semantic and read-phonemic study conditions, despite considerable power, and completion times were no longer than control, indicating that retrieval was involuntary, and insensitive to prior conceptual processing. The generate condition produced less priming than the read conditions, but significant priming nonetheless. The results show that priming from generating can be involuntary and suggest that lexical processes are responsible. They are also the first results conjointly showing a crossed double dissociation, a single dissociation, and a parallel effect across memory tests with identical physical retrieval cues. (shrink)

While the subject of framing has achieved considerable recognition recently among social scientists and policy analysts, less attention has been given to how societies arrive at stable, collective frames of meaning for environmental values and policy. This paper proposes four models of societal processes by which framing occurs: narration, modelling, canonisation and normalisation. These four models are developed, compared, and explored in detail through a case study of the framing of the impacts of climate change on human societies in US (...) science policy from the 1960s through the 1990s. I conclude by offering a number of potentially fruitful avenues for further research into the dynamics of framing. (shrink)

Connectionism is currently one of the most flourishing and interdisciplinary areas of cognitive science. Drawing on research in neural computation and networks it has found applications in areas such as psychology and animal intelligence. By using types of network which attempt to mirror our own cognitive architecture, connectionism is making breakthroughs in the understanding of the human mind a real possibility.

Where does the mind stop and the rest of the world begin? The question invites two standard replies. Some accept the demarcations of skin and skull, and say that what is outside the body is outside the mind. Others are impressed by arguments suggesting that the meaning of our words "just ain't in the head", and hold that this externalism about meaning carries over into an externalism about mind. We propose to pursue a third position. We advocate a very different (...) sort of externalism: an _active externalism_, based on the active role of the environment in driving cognitive processes. In this paper we provide a psychological account of the nature and development of explanation. We propose that an explanation is an account that provides a conceptual framework for a phenomenon that leads to a feeling of understanding in the reader/hearer. The explanatory conceptual framework goes beyond the original phenomenon, integrates diverse aspects of the world, and shows how the original phenomenon follows from the framework. We propose that explanations in everyday life are judged on the criteria of empirical accuracy, (...) scope, consistency, simplicity, and plausibility. We conclude that explanations in science are evaluated by the same criteria, plus those of precision, formalisms, and fruitfulness. We discuss several types of explanation that are used in everyday life – causal/mechanical, functional, and intentional. We present evidence to show that young children produce explanations that have the same essential form as those used by adults. We also provide evidence that children use the same evaluation criteria as adults, but may not apply those additional criteria for the evaluation of explanations that are used by scientists. (shrink)
